Reading scientific notation is running the journey in reverse. 4.5 * 10^4 says: take 4.5 and multiply by ten, four times. Each multiplication slides the decimal point one place right: 45, 450, 4500, 45000.
Digits do not change and nothing is added; the point just moves, and empty places fill with zeros. Four hops right from 4.5 lands on 45000, the standard form of the number.
A useful sanity check when converting: the exponent is one less than the number of digits before the decimal point in standard form. 10^4 means five digits: 45000 has them.
