Two things happen with stars. As eyes, ★ or ☆ mean star-struck: (☆▽☆) has just seen something amazing. After the face, stars are something the face is doing - ☆ on its own is a wink or a flourish, and a long trail of small marks (*:・゙✧, ゚.*・。゚) is glitter in the air. The raised arm ノ or ⊃ throws it.
The magic wand is its own family: (∩^o^)⊃━☆゚.*・。゚ holds a ━☆ wand and casts a trail of sparkles, and (∩`-´)⊃━☆゚.*・。゚ is the same spell cast with a frown. ✧ is the four-pointed sparkle, ☆彡 is a shooting star with a tail, and ☆ミ is the same star flying the other way.

The wand is the joke answer to any request; the wink star is the flourish after you actually did it.
